Screening U.S. Government Contractors for China FOCI Risk

SAM.gov, the official registry of entities that conduct business with the U.S. government, does not require contractors to undergo thorough screening prior to registration. Government agencies are therefore responsible for vetting these contractors for national security risks, such as foreign ownership, control, and influence (FOCI) by adversaries like Russia, China, and Iran.
