CHIPS Revisited: Innovations in Semiconductor Export Compliance

Since passing the CHIPS and Science Act in August 2022, the U.S. government has redoubled its efforts to limit Chinese access to advanced chips and chipmaking technologies, tightening its export restrictions on the semiconductor industry. New regulations like Biden’s executive order on outbound investment in China and BIS’s recent string of export rules present mounting compliance challenges to U.S. companies.
