Chapter 1: Why buyers are revisiting this category

The core issue is not that enterprises lack third-party data. It is that they often lack a coherent operating model for turning fragmented data into reliable, defensible decisions. Many programs still separate onboarding diligence, sanctions checks, adverse research, ownership analysis, and monitoring into distinct tools or workflows. Gartner notes that large enterprises often use multiple TPRM solutions, and that those siloed arrangements tend not to perform well operationally. Gartner argues that demand for more mature third-party risk management technology is being driven by a perfect storm of trade volatility, cyberattacks, new regulatory requirements, and supply chain disruptions.

Sayari’s 2025 Enterprise Survey points in the same direction. Among 139 decision-makers, 67% said their current risk management stack was only partially integrated with their enterprise IT environment, and 14% said it was not integrated at all. The implication is straightforward: the modern enterprise risk problem is less about the absence of data and more about the absence of integration, traceability, and cross-functional usability.

That matters because the questions risk teams are being asked are becoming more exacting:

  • Can we identify the beneficial owner behind a supplier, reseller, or counterparty?
  • Can we connect ownership to sanctions, adverse legal history, or upstream risk exposure?
  • Can we demonstrate the basis for a risk decision to an auditor, regulator, customer, board, or court?
  • Can we monitor change over time without building an unsustainable manual process?

Chapter 2: What makes these purchases difficult to approve

The internal approval challenge is often underestimated. Many buyers assume the decision will turn on product functionality, but in practice it is more likely to turn on whether the buyer can answer four internal questions:

  3. 3. What economic or governance value justifies the spend?
  4. 4. How will this reduce friction rather than create another disconnected tool?

This is where many evaluations fail. The product may appear compelling in a demo, but the internal champion cannot translate it into a form that the CFO, procurement, legal, or security organization can approve with confidence.

Forrester’s research on buying complexity underscores this challenge. Forrester reports that 86% of B2B purchases stall during the buying process, 81% of buyers are dissatisfied with the provider they ultimately select, and the average decision now involves 13 internal stakeholders, with 89% of purchases spanning two or more departments. A successful vendor evaluation process must produce more than preference; it must produce institutional alignment.

Chapter 3: How to frame the business case for a CFO

A sophisticated CFO is unlikely to approve this category on the basis of vague claims about “better intelligence” or “improved visibility.” The business case has to be expressed in terms that finance can underwrite. In practice, that means positioning the investment around some combination of the following:

1. Reduction of fragmented tooling and duplicated process

If teams currently rely on multiple subscriptions, external research support, spreadsheets, or manual reconciliations across procurement, compliance, and legal workflows, the platform should be framed as an opportunity to reduce duplicative spend and operational drag. Gartner’s observation that multiple TPRM solutions are common, and often ineffective when managed in silos, is useful support for this argument.

2. Greater operating leverage for existing teams

The strongest CFO-facing argument is often not headcount reduction, but headcount productivity: the ability for existing analysts, investigators, and procurement staff to cover more third parties, move faster on escalations, and reduce time spent assembling evidence from disconnected sources. Sayari’s 2025 Enterprise Survey found that the top reasons respondents invested in new or improved risk software over the prior 12-24 months were enhanced risk visibility/reporting (65%), regulatory changes/compliance requirements (54%), and greater operational efficiency/automation (47%).

3. Better defensibility in moments of scrutiny

This category becomes materially more valuable when a supplier, regulator, board member, customer, or internal audit function asks, “How did you reach that conclusion?” A platform that cannot preserve source evidence, ownership logic, and change history may save time in a demo but create significant downstream cost in reviews, escalations, or post-incident analysis.

4. Improved monitoring coverage without linear cost growth

In Sayari’s survey, respondents reported continuously monitoring only 49.6% of the third parties they manage on average, even though 86% said continuous monitoring is either absolutely essential or very important. That gap is commercially useful because it lets the buyer frame the purchase as an attempt to close a known control shortfall without scaling cost linearly with the third-party population.

Chapter 4: How to align the buying committee

A strong internal champion should assume that each stakeholder is trying to answer a different question. Use this framework to design your evaluation process around stakeholder evidence requirements:

This stakeholder framework should shape the evaluation design itself. A platform that looks attractive in a generic product demonstration may still fail if the buying process does not generate evidence for each of these stakeholder groups.

Chapter 5: What mature buyers should require from vendors

The most important evaluation mistake in this category is to over-weight data volume or interface polish and under-weight traceability, operational fit, and defensibility.

1. Primary-source traceability

A sophisticated buyer should require the ability to trace a finding to underlying source material: registry documents, filings, court records, sanctions references, or other primary evidence. Without that, the platform risks functioning as a black-box assertion engine rather than a defensible research system.

What to test:

  • Whether the system can show the underlying source behind a material finding
  • Whether the evidence can be exported or preserved
  • Whether the source trail remains intelligible during escalation or audit review

2. Ownership resolution depth

Many vendors can identify a direct shareholder. Fewer can resolve beneficial ownership through layered control structures, cross-border holdings, or indirect relationships. This matters disproportionately in enterprise risk because hidden control is often where the highest-risk exposure sits.

What to test:

  • Complex real-world structures, not curated demos
  • Cross-jurisdiction ownership chains
  • The point at which automated resolution degrades into manual ambiguity

3. Explainability and audit trail

Risk scores may help triage, but they do not replace evidence. Buyers should evaluate whether an analyst can later reconstruct why a third party was flagged, what data supported the conclusion, and how that conclusion changed over time.

What to test:

  • Reproducibility of results
  • Case history and change logging
  • The clarity of the audit trail for a non-technical reviewer

4. Workflow integration

Gartner advises buyers to define must-have capabilities up front and assess implementation and API requirements, not just feature breadth or price. That is especially important in this category, where the value of a platform is often destroyed by weak integration into procurement, case management, TPRM, or GRC workflows.

What to test:

  • Pre-built versus custom integration requirements
  • Workflow handoff into the systems your teams already use
  • The amount of duplicate entry, manual export, or reconciliation still required

5. Jurisdictional fit, not just “global coverage”

“Global coverage” is too imprecise to support procurement. Buyers should insist on understanding where the platform is strongest, where it is weak, and how it performs in the jurisdictions most relevant to the organization’s actual exposure.

What to test:

  • Named entities from your own footprint
  • Jurisdiction-specific blind spots
  • Entity-type limitations that may matter in practice

Chapter 7: Common reasons evaluations fail

Understanding these failure modes can help you design a more robust evaluation process:

The score-only trap

The evaluation over-weights risk scores or summary outputs without establishing how those outputs are derived or defended.

The integration debt problem

The buyer validates research quality but fails to prove operational fit, resulting in another disconnected point solution that doesn’t integrate with existing workflows.

The coverage illusion

The vendor claims broad global capability, but the platform underperforms in the jurisdictions or entity types that matter most to your organization.

The monitoring fiction

The system claims continuous monitoring, but in practice cannot support the population size, workflow design, or escalation requirements needed for meaningful coverage.

The committee collapse

The internal champion runs a product evaluation, but not an approval process. Necessary stakeholders are brought in too late, or their evidence requirements are not addressed.

Chapter 8: How to design the proof of concept

A strong proof of concept should be designed as an approval artifact, not merely a product demonstration. It should generate evidence that can be used with finance, procurement, compliance, and legal reviewers.

Recommended POC design

  • Use your hardest real entities. Include complex ownership structures, the jurisdictions you actually care about, and cases with known ambiguity. Don’t let the vendor choose demo entities.
  • Test evidence preservation. Require the vendor to show the source trail behind material findings. Assess whether outputs can be preserved for audit or committee review.
  • Test workflow fit. Run the process through procurement, TPRM, legal, or case-management workflows. Document what still requires manual handling.
  • Measure operational value. Time to answer, analyst effort, monitoring coverage, and ease of escalation – these are the metrics that matter in production.
  • Document disqualifiers. No intelligible source trail, weak handling of complex ownership, poor performance in priority jurisdictions, or inability to integrate without extensive custom work – any of these should be deal-breakers.

Making the final decision

The best buying decision is rarely the platform with the most features. It is the platform that best combines:

  • Defensibility – findings backed by source evidence
  • Ownership visibility – resolution depth across jurisdictions
  • Workflow fit – integration without friction
  • Monitoring scalability – meaningful coverage at population scale
  • Committee confidence – stakeholder alignment on evidence
  • Economic credibility – clear ROI and productivity gains

For sophisticated buyers, the core question is not whether the platform can produce answers. It is whether it can produce answers that are sufficiently reliable, traceable, and operationally usable to justify both the procurement decision and the downstream decisions made on top of it.
